Methodology to determine costs related to the removal of a national transmission system (NTS) pipeline

National Grid is considering converting a section of the National Transmission System (NTS) from natural gas transportation to CO2 transportation to exploit opportunities for carbon capture and storage. This page contains a proposed methodology statement, and associated consultation document, that identifies certain costs that might fall on the users of the NTS as a result of the change of use. The statement contains a methodology to quantify those costs such that they can be charged to the new pipeline owner thereby protecting NTS users from increased costs.
