If I am not selected to be a member of a Workgroup or Standing Group, can I go along to meetings anyway?

Unless the CUSC Modifications  Panel determine otherwise, Workgroup and Standing Group meetings are open to attendance by a representative of any CUSC Party, any BSC Party, "National Consumer Council", or by any person invited by the chairman or any other member of the Workgroup or Standing Group. Observers at the Workgroup or Standing Group meetings may not speak at the meeting unless they are invited to do so by the chairman or any other member of that Workgroup.
