CUSC Panel Biography: Garth Graham

Garth has worked in the Electricity Industry for the past 20 years in various positions.  During this time he has undertaken a number of roles covering many aspects of energy trading, regulation, generation, supply and charging.

Since NETA Go-Live in 2001 Garth has been involved in developing, assessing and responding to Code modification and change proposal consultations associated with the CUSC, Grid Code and BSC.  Garth has participated in numerous industry groups over the years, such as being Secretary to the Joint PES Workstream: Meter Operator Working Group (July 1996 - February 1998). 

Over the past 10 years in particular, Garth has been a member of a variety of industry groups, such as various BSC and CUSC Workgroups; including two of the three CUSC Transmission Access Review Workgroups (examining CAPs 161-166); and, recently, the Workgroups looking at the changes to the BSC and CUSC arising from Ofgem’s Code Governance Review. 

Garth has been a CUSC Panel member since 2005 and has chaired the (CUSC) Governance Standing Group since 2009.

Garth is also actively involved in the emergency arrangements for the industry and is a member of "E3C", the Energy Emergencies Executive Committee (as well as its ‘sub’ groups, covering Electricity, Communications, Pandemic preparedness and Olympic preparations) and has been involved with its predecessor bodies since 1999.

In 2007 Garth was seconded, part time, to  DECC (DTI-BERR at the time) to assist in the preparations for a major Government exercise looking at the consequences that arise from a Black Start event as well as other emergency arrangements including the Fuel Security Code.  Garth’s experience from Government was fed into the BSC Issue 32 & Issue 33 Group and P231 & P232 Workgroup deliberations, during 2007-2009, on Black Start and Fuel Security Code matters.

Garth has an interest in new technology and has in the past been an Independent Assessor for the UK Government’s Technology Strategy Board and the UK Government's Hydrogen, Fuel Cells and Carbon Abatement Technologies (HFCCAT) demonstration programme.  Garth is chairman of a fuel cell development joint venture company established by SSE.
